The superfast preset is for minimal system load and sacrifices quality to get it. The recommended default is veryfast.

Also, for local recording, use CRF instead of CBR, which is primarily for streaming.

Or run the Auto-Configuration Wizard from the Tools menu.

Or choose Simple output mode, indistinguishable quality, large file size.

Also you are overloading your GPU.

Seems like no matter what settings I set OBS as I always get really bad resolution.
1080p should be adequate enough for video consumption. Do you have a 1440p or 4K display? If so, then it will be lower quality on your display, but may not be low quality to those with 1080p displays. @Narcogen i5 7500 will overload with veryfast, so I recommend using NVENC or a hardware encoder.
