Question / Help Requirements for streams

I am wanting to start to stream. I am looking a a PC these are the specs

.Quad core Intel i5-3550s CPU
.8GB RAM DDR 3 Dual Channel
.Intel DQ77MK motherboard
.500GB Western Digital Drive
.CPU speed 3 GHz
.Windows 10 64 Bit

Would I be able to run steam at over 720p60 only games like csgo or maybe wont even be playing csgo while live just gambling on sites? please help
