Remux is messing up video (Blurry / Streaky)

The remux of my MKV to MP4 is blurry or streaky at the beginning of every recording. I'm wondering if it's an issue with my GPU or the settings. I tried to encode with x264 and it does not have this issue. The MKV file looks fine.

Is this a setting issue or a hardware issue?
