Question / Help Relative novice, looking for help (or reassurance)

Hey there. I have a handful of issues I would greatly appreciate some education and reassurance on.

I streamed for 5 hours last night on Twitch. I dropped 649 frames (0.1%), and had about a 15 second delay.

1. Viewers saying they are having to change the resolution to 480 because of buffering. I am aware that some of it may be traffic related, but I wanted to know if there was any of my settings that are weird or out of whack that I could adjust to alleviate the problem. I sort of don't want to stream at less than 720, if I can avoid it.

Settings I am curious about currently are the CPU Usage Preset and the bit rate; I want to make sure my viewers can view at 720 on average hardware, and I am concerned that I am set too high for 30 fps 720.

That amount of dropped frames is pretty low comparatively, right?

2. The colored box in the lower right hand corner of the OBS window flickers from "green" to "green-yellow" and back. Should it be all green? Is it OK so long as I am not dropping frames?

3. I used to have my bit rate set lower....I don't remember how much, something like 2500? When I streaming Pokemon Shield, it would periodically lag on the OBS window, but not on the TV. I ruled out the HDMI cable I was using. When I bumped up the bit rate, that issue stopped happening. The reason why I went to that is because I happened to be looking at the colored box in the bottom right when it lagged, and saw it turn red.
