Question / Help Refusing to work with games

I really don't know what is going on with OBS Studio. It has been working fine streaming to Twitch and recording videos for Youtube, but either yesterday or the day before it just started dropping frames and on watching my recording it was either like a just took a screen shot not doing anything or being super choppy and/or laggy. Even with games like DayZ that I know it can stream for hours and not mess up the fps would drop to around 17 or lower. This is my last log file after trying to test record some H1Z1 just a minute ago.

<<Log File>>https://gist.github.com/ea0aadee3d72da19dda7c4e2b750a6d6

I can show my settings if necessary, but I know the log files seem to be more helpful and I'm trying to record at 1080P at 60FPS.

The log file you posted has no stream/recording attempt in it. Please grab a log that has one so we can see what the issues are.

Code:
10:27:42.960: Output 'simple_file_output': Number of lagged frames due to rendering lag/stalls: 2503 (41.9%)

Your PC is too slow to support 1080p 30fps, You will need to downscale the output.

So I will have to use the 720P at 30FPS okay that's fine. Anything else from that, that I need to be aware of?

Would need to see a log at 720p to know for sure, but everything else seemed ok. It's basically just lower resolution until you stop having the High Encoding messages in the OBS window.

What I don't get is OBS on my second screen was still jumping between 15 - 24 frames while I was recording.

You CPU is too weak to encode realtime video

Try downscaling to 540p or even 480p

Your GPU is too weak as well to handle encoding even if you would have a beast of a CPU. Cap your FPS to 30 via Nvidia Inspector or use Adaptive (half refresh rate) Vsync in the Nvidia Control Panel.
