Question / Help Reduced performance in OBS after hardware swaps

Hey Guys,

I have a dedicated streaming PC that I have been using for a little over a year with great success in quality.

The computer specs are as follows:
threadripper 1950x (Overclocked to 4.0 in ryzen master)
32GB of quad channel ddr4 @ 3200mhz
enermax liqtech tr4 240 with corsair ml 120 fans
Currently my titan xp from my gaming PC but normally a 660ti or 960 (The 660ti is what has been in there normally)
Asus rog strix x399-e mobo
random ssd and hdd

For the past almost year i have been running my stream at 1080p 60fps using x264 at slow with custom encoder options threads=27 ref=4 and aq-mode=3

Everything was fine, stream would peak at around 30% processor usage (But was slammed on ~ 14 cores)

Now the lowest I can possibly get it is ~9% on a black screen and when I start moving around in games it immediately goes up to 50-60% and starts overencoding/crashes

So far here is most everything ive tried:

Re-installed obs
reseated all components (ram,gpu,cpu)
re-installed windows
swapped GPUs
removed custom encoding as well as pull back processor usage
Overclock in bios instead of ryzen master
pulled back overclock
updated bios on mobo

Theres probably a lot more ive done but ive been dealing with this for the last ~month and im at a loss, so now im reaching out for help.

I cannot for the life of me figure out what has changed.
