Red signal (lower right of obs application)

So its been almost 1 and a half day that I could not stream properly with obs studio. RED SIGNAL shows on the lower right corner of my app. I know that means bad connection/bitrate but as I check on speedtest my connection is normal and stable (my usual speed that enables me to run 1080p 60fps) I also haven't change anything on my obs settings. I run my stream on facebook live by the way.

What seems to be the problem? OBS? Facebook?
