Recordings/Streams Stutter w/ No Overload

Hello,
Much like the title says, I'm having an issue with the recordings and streams on this particular pc. The specs will be listed down below. I'm aware that high frame cause issue, but I don't believe that to be the issue in this instance. I capped the games and monitor to 60 thinking that might have been the issue, but the recordings were still stuttering. Now, stuttering might be the wrong word here because it's more like a video that is captured in 60fps but only plays back 30 frames or less. It looks like a weird slow motion.
I figured, maybe there's something wrong with the video software on the PC, but no it's not that either. I streamed it and watched on a different PC, and the results were still the same. A weird choppy really fast stop motion animation type thing happening. Here is the interesting part! I thought, "maybe OBS is the issue." Guess what? Nope. I tried ReLive and the video was still stuttering. I check CPU and GPU utilization but everything is good. On these particular games, which shouldn't even be a problem for this system, the loads are under 40% with OBS active. If I use NDI and record/stream it on much lower end PC, everything is smooth. The footage actually looks 60fps. Yes, that could work as a solution but it's more of a workaround to this issue.
Both CPU and GPU encoders have been tested. Both result in the same weird footage. I believe these logs will show the gpu because I figured the issue might linked to that. Also because I forgot to get the one's for the cpu...

OBS Settings Tested:
1920 x 1080p 60fps
1280 x 720p 60fps
Sources: Display Capture, Game Capture, Window Capture
Games: Etterna and Muse Dash

Stream
Encoder: x264 and AMD
rate control: CBR
Bitrate: 6000 Kbps
Audio: 320

Recording
format: mkv
Encoder: (use stream encoder), x264, h.264 AMD, h.265 AMD
rate control: CQP
levels: both set to 30
Audio: 320


PC Specs:
CPU: Ryzen 5 3600x
RAM: 3200 16GB
GPU: SAPPHIRE PULSE RX 5700 XT
