Hello, I recently discovered this issue which I have no idea why it started, but my recordings seem less frames than what I'm actually recording (Hopefully I'm not the only one seeing a difference, that'd be worrying). Let me explain:
I recorded a game recently, and compared the same exact map/level to one recorded on August 2018. While comparing, I noticed the recent recording looked worse than the one from August. I'm not sure when the issue started, but I assume it was in the past month or two. I'll provide a log and a clip of the two recordings.

I also tried using shadowplay but it looks much worse, even with the high quality setting.
If anything, the recording from August was done with a worse PC, I've upgraded it since then from an i5 6600k to an i7 8700k and from a 1050 Ti to a 1070 Ti (no idea if this could cause an issue). Tell me if anything else is needed.
