Question / Help Recordings laggy, game not

So i have my obs set to record/stream at 30fps, have the game running at 90-120fps, but for some reason the recording is looking lime it is recorded with a much lower frame rate. even on the the preview it is looking like its lagging

this is how the recording turned out.

does that mean that my cpu is to slow for normal recording/streaming?

Your CPU is fine, but running the game without vsync or some kind of FPS limit is maxing out your GPU, which causes performance issues in OBS.
