Question / Help Recordings lag every few seconds

So i try recording CS:GO and every time i finish a recording and rewatch it, it just lags constantly. I tried capping fps both in-game and on obs, with no luck. My specs are:
AMD Radeon R7 240 2GB
Intel Core2Extreme Q6850 3.0GHz
8GB Ram
Any help is appreciated.

Your system is likely too low end.

i mean i set my bitrate around 1000 or 1500

Bitrate has no bearing on system performance.
