Can Someone Help Me im new. Can Someone tell me how to record in high quality and has small file size (ex: under 150 mb for 1 minute of footage) im using it to record CS;GO Im Using AMD VEC, or is there any different using any other encoder?

Hello and welcome to the OBS Community,
First, it's not really possible to do a recording of one minute who weight 150 mbs except if you record in 480p 2,4Mb/s and the quality should be quite bad so... For the file weight you're not quite in it, but if you want to sacrifice the file size and record in good video quality you should try these settings :
  • Resolution : 1920x1080
  • Bitrate : 7500 Kb/s
  • Audio bitrate : 192 Kb/s
  • Video format : libx264
  • Audio format : aac

Next, the only difference between AMD encoder and other encoder is the performance impact, the AMD encoder use both the CPU and the GPU so this encoder is much better cause it decrease the performance impact on your computer and is definitely the way to go!

There is a great guide for high quality local recordings here.

x264 will produce better quality video per bitrate than the hardware encoders (NVENC, VCE, Quick Sync), meaning that you'll get better quality at smaller file sizes. That said, your initial concern when recording should be quality, not file size. You can always re-encode and compress later, but you can't gain quality back if your raw recording looks bad. If you really need the videos to be smaller than what OBS puts out, then you can re-encode and try to compress the videos with a tool like Handbrake.
