Question / Help Recording with lowest filesize

I've been trying to record Overwatch with the lowest possible filesize while still maintaining 720p and gameplay being smooth. The lowest filesize I was able to achieve was with CRF at 23 and usage preset on ultrafast, while for a 1hr20m vod the filesize was only around 1gb the problem is that whenever there was a lot of movement it would stutter the whole time just in the vod but not in-game.

Does anyone have any setup they use for alright quality but lower filesize so I can upload these quicker? Most guides are just about getting the highest quality possible

Important things about rig
2500k OCd to 4.5
GTX 670 stock
8gb ram
Windows 10

Thanks

I always re-encode (edit) my videos before upload. So, its size dramatically reduced.

Also, 1GB for 1h20m at 720p is not so bad.
Post a log, please.

Yeah I know 1gb is good but it just wouldn't result in a usable vod. I think I'm good with vod time now since adjusting my handbrake settings I'm able to get 1/3 the file size, right now the issue comes down to how unreliable recording is being for me atm.

https://youtu.be/XFjPiXUnBtE?t=13 The first ~4 minutes it's freezing, stuttering, etc and then after a bit it just becomes completely fine and I really have no clue why.
Here's a pastebin of a vod that was mostly fine http://pastebin.com/NNRPKu4r.

From all of the logs I can see encoding lag/stuttering but not sure what I can do to fix it

60 Hz monitor?
v-sync enabled?
You cannot switch back to Direct3D 11 rendeder at Settings>Advanced>Renderer?
You can't disable Multi-adapter Compatibility option in 'Game Capture' properties?

There is a lot of threads about Overwatch on this forum.

Log shows: Number of skipped frames due to encoding lag: 5978 (11.2%)... at 720p, 30fps, SuperFast preset?

Something other then OBS (probably the game) may be using up all the available CPU usage.
Using task manager details tab, try lowering priority of game/program and increase priority of OBS on every game/OBS launch. May also try process affinity to take away 1 or 2 CPU cores from the game/program.

Or, what will help reduce frame skips/stutters for sure is to use a dual PC setup using capture card.
