Question / Help Recording with H264 results in messed up footage

Using Win7 SP3, GTX 1060, & i5-6600K.
I recently starting using OBS, and recorded with H264. Everything seemed fine, until I looked at the footage in MPC-HC (latest version, every codec pack imaginable installed). The footage appears to have some wierd tearing in it, but not in VLC.

In fact, every other program I use to view it, whether it be Blender, VirtualDub, or even WMP shows it messed up like this, so I know it isn't a problem with the video stream itself.
My graphics drivers are fully up-to-date along with every other driver I can find. Could it be something to do with DXVA hardware decoding, or what? I just want footage to look normal.
Log file has no discernable problems, so I think it's something to do with windows.
