Been recording my gameplay and trying to get the best settings for my hardware. Currently my spec's for my pc are listed as

-GPU:i5-4440 3.10GHZ
-RAM:16GB DDR3 1866mhz
-GPU:Powercolor R9 390 8GB PCS+
-MOBO: ASRock Z97 Anniversary Edition
-OS: Windows 10 x64

Currently i'm using the H.264 AMD encoder, CBR w/ 14000 bitrate, MP4 file format, Canvas is set to 1920x1080, and output Scaled to 1280x720, FPS is at 59.94.

For ARMA 3 I know it is a extensive game that needs a powerful rig, but im honestly not trying to get the greatest, but best recording settings. As for my other FPS (Overwatch and BF4) I would like to maintain a good FPS. Suggestions would be amazing!

Use recording quality presets under Settings > Output (Simple mode). Set your encoder to QSV. Enable vsync or some type of frame rate limiter in your games.

The quality will only be as good as your settings. I suggested using Quick Sync because it won't put any encoding load on your CPU, but you still have to use appropriate settings or it will look like crap. Also all of the encoders output H.264 video, I assume you mean x264 the software encoder.
