Question / Help Recording results in VFR, low CPU useage

I am attempting to setup a Mac for solely capturing and encoding video, no streaming. I'm wanting to use the Apple Hardware encoder as it results in the lowest CPU, but when I capture, sometimes the files do not scrub or play in any editor. Also, looking at the inspector in QTP I get variable frame rates on recordings. Trying to capture at 29.97, but they average around 25. OBS doesn't show that its struggling to record in anyway.

Any help here would be great!
