Question / Help Recording quality is low and frame rate dropping low

On my laptop (Specs posted below) playing arma 3 at frames around 50FPS but the video before I start recording is at 20FPS at 2.1% CPU usage. I have it set 60FPS, Canvas: 1920X1080 and Output scaled 1920x1080, downscale filter Lanzcos Sharpened Scaling 32 samples. Recording Quality: High quality, Medium File Size, Format: MP4 and Encoder: x264 Low CPU Usage.
There have been times where the video ran smooth, even when game is about 30FPS, however the quality drops low, my last video you could not read anything on the screen. Any way of optimizing this?

Laptop Specs:
Intel(R) Core(TM) i7-6700HQ CPU @ 2.60GHz 2.59GHz
16GB of RAM
64x Operating and Based processor.

Live video encoding takes a lot of CPU power, your gonna have to bump down the settings and since your already not getting 60fps there is no point in recording at 60fps. Try 720p30 and post a log so I help more.

How do I configure it? Also, Im new to recording, I'm not streaming it, I'll record it then edit with windows movie maker. I just set it to 60 to perform the best it can which obviously not helping. If theres a step by step that'll help alot.
