Question / Help Recording Not Streaming - Huge Lag/Audio Sync Issues in Files - Plenty of Power

I'm not streaming, I'm recording. I did search/read in the forums for any applicable answers.

I have a pretty high power tower machine that has never ticked over 4% with OBS in any configuration.

But what I get is
a) low-quality video with dropped frames and blurs between frame (both while recording and in resulting output files)
b) huge sync issues between video and audio in resulting files. Like 1-3 second delays/differences.

It's ok to laugh: I'm trying to do this with a Logitech Quickcam 9000 that does well otherwise (it does very clear video in other apps)

I've tried everything. Except replace the cam.

Can anyone steer me a bit?

Windows is out of date and game mode is on by default and cannot be switched off. Run the October 2018 update and turn off game mode (instructions are below).

If you want a higher quality file, increase your CQP value-- you have it set at 21. 15 would be high. 0 would be lossless.

Other than that I don't see anything obvious wrong, perhaps someone else has a suggestion?

In the log file, there are no lagged or dropped frames recorded. The video should be smooth. If it doesn't appear so, you might try a different media player such as vlc or Media Player Classic.
To increase the picture quality, decrease the CQP value as Narcogen said. Regarding the audio, I don't have an idea. The log doesn't really fit your description of a faulty video. According to the log, the video should not be choppy or have problematic audio.
