Hardware: 16 gbs running at I believe 2666 of ddr4, Ryzen 7 3800x at 4.5ghz. and an MSI GTX 1070ti Duke 8gb.

Pretty much, all of the recordings look exactly the same. skipping/lagging frames, and i can't find the issue. Before i've tried changing ingame settings, resolutions, OBS settings, downscaling, same scale rendering, CPU coding, almost everything. One things in the logs i noticed is that it wasn't GPU accelerated because not admin, so i ran it as admin for the last two, but it didnt change, and i couldn't find that option in the settings.
also, i tried using shadowplay to record, and it pretty much looks the same. haven't tried streaming with it, since i figured that'd give the same results.
Anyone know of a fix? Something I'm missing? Wrong settings? computer is shit? anything would be greatly appreciated! Also, if need be, i can Google drive and link the videos i recorded. all were just smite at max everything, some with/without vsync on.
