Question / Help Recording is extremely laggy, even on pretty low settings

Any game I record, the output is extremely laggy... I have a Ryzen 7 3700X, 8 GB RAM and a 2060 super. I've tried all different types of settings, and nothing seems to work. When recording it says 60fps and CPU usage is only between 1-8% please help! I've ven turned the setting in-game way down and capped my fps at 60

OBS logs aren't showing any kind of issues with recording. Make sure you're using VLC to verify the smoothness of the recording.
