Recording is always 3 FPS

Hello, first time trying to use OBS. I've watched a lot of you tube videos and tried all of the settings changes suggested. I've also gone into windows setting and added OBS to the list on the FAQ and asked it to always use the laptops 3070. I've also tried running OBS as admin.
No matter what change I make in settings the video is always 3 FPS. I have the game capped at 40 fps and the game runs fine. I've tried to run afterburner while recording to see if there are any cpu or gpu spikes and neither my cpu or gpu go above 11% while recording.
Any suggestions would be appreciated. Here is a log file.

I'm still looking for help, I've tried downloading the nvidia version of OBS in GeForce Experience and it's the same thing. CPU and GPU both under 10% while recording, GPU temp is at 55c.
I've noticed that if I hit the mini player on windows media player and the video plays in the mini window it looks perfect. I'm even more confused now, has the problem been windows media player this whole time? Is there a way to preview what the video will look like in OBS?

I've downloaded VLC and when I play the videos back on VLC they look amazing. I'm so relieved and frustrated at the same time now. Let's hope that is the end of the issues.
