I've tried pretty much every option in the recording tab but no matter what the video comes out choppy,
I also can stream at 8k bitrate with no problems at all but for some reason recording just doesn't work

Windows game mode on or off produces the same outcome and with a 3060 and i5-13600Kf the processing power shouldn't be a problem, right?

Also, you can run OBS as admin.
Watch the video on VLC player as windows playes isn't good enough.
For recording use CQP instead of CBR.
The best way is running the Auto-configuration Wizard (tools menu) en apply the settings it gives. Do NOT change anything.
Restart OBS
Test as is.
If all goes well, change the quality preset for a better one. Test.
Keep it in simple output mode.
Done.
