1st attempt:
17:34:03.900: Output 'adv_file_output': Total encoded frames: 1289
17:34:03.900: Output 'adv_file_output': Total drawn frames: 1290
17:34:03.900: Output 'adv_file_output': Number of lagged frames due to rendering lag/stalls: 13 (1.0%)
2nd attempt:
17:35:08.024: Output 'adv_file_output': Total encoded frames: 2035
17:35:08.024: Output 'adv_file_output': Total drawn frames: 2035
17:35:08.024: Output 'adv_file_output': Number of lagged frames due to rendering lag/stalls: 2 (0.1%)
Both attempts display your GPU as hitting its limits when trying to record, try lowering in-game settings
If you haven't already set a limit on your in-game fps (V-Sync - Will introduce input lag, MSI AfterBurner/EVGA Precision - May conflict with your game)
I think you should default your recording settings in OBS, get it to a working base as yours is all over the place (Your IDR is through the roof for one, your attempting to record at 100fps for two, etc) with a few errors being returned as well. Below is a comparison for you of my current logfile (Just a blank recording so you can see the settings I use)

Once you get a consistent working base then tinker, go for one setting at a time to see its full effect, making a couple of passes in game doing the same test run (I play Battlefield 4 mostly and have a test route which I do laps of that I use for when I am tinkering, for example)
