Question / Help Recording: Best Base & Output Resolution settings?

So normally I always record in 720p. So I keep both my Base & Output resolutions to 1280x720. However, sometimes, some games (which are windowed) are locked to a resolution. In this specific case, that resolution is 1024x600. I still want the output to be 1280x720, though. But because the aspect ratio between the two is different, I instead keep both Base & Output at 1280x720 and use my scene to "crop" the source image so it looks nice in 720p. What I'm worried about is the upscale quality (cropping 1024x600 to a 16:9 aspect ratio and then upscaling that to 1280x720). I want the upscaling to look as good as possible. I'm not sure if manipulating the base/output resolution will help here, since the "Downscale Filter" seems to be just for downscaling (based on wording alone; e.g. it isn't called Upscale Filter).

What would be the best setup here? Any advice for highest quality for upscaling with this strange combination of different resolutions & aspect ratios?
