Run OBS as admin, disable Windows Game DVR, don't use monitor_capture (always use game_capture instead, if possible).
For smoothest recordings, make sure your game always runs at the frame-rate that you are recording (or a a clean multiple of that).
So if you record with 60fps, make sure that the game also runs at 60, 120 or 180fps (but the game needs to be stable at this frame-rate).

I record RDR2 roleplay with 30fps and capping the game at 60fps gives me good results, but capping it to 90fps will result in some stutter, as some times I only get 70-85fps which is not a clean multiple of my recording frame-rate.

thanks for the advice, I will try what you suggest but game_capture does not work for me because it can't detect my game.

one more question do you think upgrading my GPU to 3070 Ti will help with my situation?
