Question / Help recommended video settings

Hey everyone, I wanted to know what settings I should use with my specs:

CPU: i7 6700k
GPU: GTX 1060
RAM: 16GB

DOWNLOAD: 30mbps
UPLOAD: 8mbps

(max stable bitrate I can do): 4000

I don't know if I should do 720p60, 900p60, or 1080p60 for Twitch.

I primarily stream console games like CoD and Overwatch (PS4)

Any help would be appreciated :)
 
My suggestions:

1. Use x264 with "very fast" preset as a starting point (try increasing the encoding efficiency later by using "faster" preset).
2. Never use 1080p 60fps, unless you stream Games like Hearthstone (not much movement) or you can stream with more than 6000kbit/s.
3. If you want very smooth but slightly pixelated footage: 720p 60fps, If you prefer quality over smoothness, try 720p 30fps
4. If Twitch will transcode your stream, so that viewers with a slow internet connection can choose lower quality, I suggest to use your max bitrate of 4000. Twitch will only transcode, if you are a twitch partner or you have over 100viewers. Otherwise you still could use 4000kbit/s but it's possible, that some viewers will get buffering problems (in that case you can reduce bitrate to 3000kbit/s, or loose the viewers with slow internet).
