Question / Help Recommend Twitch Settings (DSL)?

According to SpeedTest.net my DSL connection is as follows:
20MS - 19.64Mbps(down) - 1.85Mbps(up)

My computer specs are as follows:
OS - 64 Bit Windows 10 Home
MoBo - MSI Z270 Gaming M5
CPU - Intel Core i7-7700K
VidCard - EVGA GeForce GTX 1080 Ti FTW3
RAM - G.Skill Ripjaws V Series 32 GB (4 x 8GB)
(OS Drive) - Crucial MX300 525GB (SSD)
(Game Drive) - Western Digital Black WD1002FAEX 1TB 7200 (non-SSD)

My monitors resolution is 1920 x 1080. What settings would you recommend for the best quality stream on Twitch? I'm streaming World of Warcraft. I have my Audio settings downgraded to mono and toaster quality and I'm fine with that. However, I want the game to look as crisp as possible.

If any other info is needed please let me know. Thanks in advance :)
 
With 1,85Mbps upload this will getting pretty hard. For a 720p/30fps stream it's recommended to have at least 2,5Mbps of Upload.
So I would recommend the following settings:
- 720p (1280x720)
- 30 fps
- Birate: absolut maximum 1500!!! Never use your whole bandwidth as it doesn't give space for the game etc.
- ~90-100kbps for audio

To get this as crisp as possible you can try slower presets in the output tab. Veryfast is the default preset. The slower the preset, the better the encoding. I don't know how much CPU WoW needs but I think you can easily go with fast/faster preset. The slower the preset, the more your CPU is stressed! So be careful using a slower preset!!!

Thank you. When I scale the output I assume I use the 1280x720 setting from the Video tab and therefore don't need to re-scale in the Output tab, or should I also rescale to 1280x720 in the Output tab too?
 
When you rescale in the output tab your cpu is doing the downscaling. When you rescale in the video tab your gpu (graphic card) is doing the downscaling. So in general I would suggest to rescale in the video tab.
