Question / Help Recode a rtmp to change video and audio settings

hello friends. I have a slingstudio and need to transmit to an internal rtmp to change settings. (i belive)
Sling out 720p30 video and I need to broadcast to YouTube with 360p15 and 48k audio due to bandwidth limitations. Any idea? Really I need help.
