Question / Help Recent Massive Bitrate Fluctuating and Dropped Frames

Recently (about 2-3 days) my obs has been drastically fluctuating in bitrate from 0kb/s all the up to 4k somehow. No matter what bitrate amount I set it to, it still goes nuts. I've tried experimenting with bitrate numbers, rate control, presets, and whatnot. I've also done this for cpu and gpu encoding. Also framerate and resolution don't seem to affect this at all.

Noteworthy Specs:
GTX 970
Xeon E3 1270v2
8gb ram
100mb down
70mb up (give or take 10 every now and then)
Located midwest and stream to the Dallas server.

What I was streaming at before all these problems occurred was 2500kb/s, 720p, and 60fps.

Not only is it "not as important" ping is NOT RELEVANT.

The first line in the guide applies.

I see. I just didn't wanna be blunt enough to say its not relevant because I don't know anything on the topic and I didn't wanna look stupid. Also small update, I tried streaming on my other computer (its hella old and had to dial back the settings into oblivion) and it worked fine. So it is definatly not an ISP issue. I tried refreshing my ethernet adapters again and tinkered with everything again. I still can't figure out what is wrong. Any more ideas would be nice.

Post the results from twitchtest as well as a session log from when you were trying to stream on the main computer.

As for the log I'm not sure which days I had the issues because I believe atleast once or twice a week I actually get a full stream off without any issues. When I get a bad stream I'll be sure to post the log here.

Also while I'm here does anybody know how to capture a whole window including the executable's name? The game I am streaming while I am in queue keeps its stats in the title (like deaths, time spent, etc.). Thanks in advance.

what did you do to fix this ? I am having the exact same issue. Speed tests are perfect, but somehow my obs bitrate fluctuates even when i try using 4k bitrate with a 12 upload speed
