Really nasty stutter in Windows 11

Seems since I upgraded to Windows 11 22h2, OBS has been stuttering severely, dropping to 30-45fps at what seems like set intervals, and the CPU usage is only 0.5%... I have no idea what the hell is going on or how I can fix it. Relaunching OBS fixes it temporarily, but then it breaks again.

EDIT: Shit, meant to post this in Windows support, don't know how the hell it got in ideas and suggestions....

I see what's causing it. If you close a game that was being captured with "Game Capture" it has a stroke until you either kill game capture entirely, or start the game it was trying to capture before again.
