Question / Help Real bad quality video using AMD Hardware

Just got the new update and tried using the hardware encoder. First I used NVEC with my GTX 750 TI and it was awesome. Cut my CPU usage in half and video looked great. For testing, I switched it out with AMD R7 260X. The video looked like garbage, very blurry and horrible quality. Both cards are equally priced and according to some benchmarks are on par with each other. Is there something more that needs to be done when using AMD encoder? Is the card enough or not? Pls. Help.

This is log from the other session, try to record with OBS Studio, stop recording, close Studio, start again, go to the Help and Upload Last Log File. Post generated link here.
