Question / Help Randomly dropping frames despite decent upload speed

Greetings,

Before I begin I just want to say that this is my first forum post so if I did something wrong a critic would be much appreciated.

Now onto the main issue, I haven't streamed for a week (twitch) and came back on 24th July.Since the start of the stream I began to experience random frame drops / red lights every 2 minutes or so.Ended up the stream after 2 and a half hours with 13 - 16 % lost frames.Never happened to me before.I tried changing servers, reinstalling drivers, clean installing obs, tweaking the settings / bitrate / profiles etc, I even lowered the bitrate to 1000 and lowered the resolution scale, nothing helped. The bitrate would just randomly start dropping to 600 or 0 for around 5-8 seconds which always resulted in around 200-300 dropped frames.

Here is my obs log (hopefully got this right)
https://pastebin.com/bWTmxmp8 (That's after the clean install)

Here is the speed test

Internet is 60/4

If I missed out on something please let me know, thanks and have a great day.

I did the TwitchTest and here are the results - http://i.imgur.com/lDX0xZ2.png
Don't know why the quality is 0 on some of these. On the most servers the speed never dropped below 3.5k.Plus it's not the most optimal part of the day to do these type of tests right now, so in the normal times when I stream the speeds are a little bit higher. However, every time I do this TwitchTest it always shows 0 quality on most of the servers.

Update - I ran a 10 minute stream test with xsplit using the same settings (as close as possible) and I had no dropped frames. Some ppl who had the same issue said that it worked for them too, so I'm guessing a hotfix / update would fix it if it happens any time soon?
