Random upload spikes. Reasons?

I have been having problems with my internet. earlier today I had a good upload and could connect to Twitch servers, but then now it started declining, later on probably it will go up and down.

I think I have my network set on private. I don't know the reason why is this.

My ISP is coming to fix old cables in the house this monday (cables on the roof probably 20 years old)

My modem shows a red light.

My computer haves a graphic card of 1080 nvdia.

You did right, you called your ISP support. Just wait for them to change the cables, and probaly the modem, so the issue will be fixed. Make sure to tell the technician you do streaming.
