Question / Help Random stutters when recording or streaming

So i've been trying to stream/record with OBS, and i just can't get rid of stutters no matter the settings.
Every 2ish minutes there is this stutter lag for a half a second, which means i literally cannot stream what i'm playing.

If i record with Nvidia SP, i get none of these issues what so ever, but i get better quality videos..
But what i really want is to stream..
(i've tried going down in bitrate/FPS and Output resolution, but it doesnt help)

i7-6700k 4.5ghz OC
1070
16gb ram
