Question / Help Random, often fps spikes(?)

Hello.
I've been streaming PUBG for a couple of months now and i had no problem with the stream and game running properly. I have a decent PC (i guess) and everything including OS is up to date.
5 days ago i've noticed random, often fps spikes(?) dunno how to call that but it's like my game is stuttering for a fraction of a second and gets back to normal right away but it happens god damn often. Like i said i've noticed it about 5 days ago and i immediately began to investigate the problem.I've scanned my whole system for viruses/malware using ESET online scanner (both versions), Malwarebytes and Windows Defender. I've cleared and defraged my system and registy using Glary Utilities. I've deleted everything related to nvidia and reinstalled drivers. Also there was a Windows update around the same time when i've noticed this issue but i've installed it couple hours after the problem occured.
I'm using HWMonitor when gaming/streaming to monitor clocks and temperatures of CPU and GPU. I keep the temperature below 70 celsius, my CPU's clock is set to 4.3 on all cores, GPU is overclocked +105 and +250 on memory.
Also i'm using latest OBS.Live by Streamelements.

Whatever's going on, OBS isn't having any issue with rendering or encoding.

Can you take some screenshots of GPU-Z under gaming load? Also possibly your individual cpu core loading?

Also, does the stuttering go away if you change your encoder to NVENC? I'm wondering if the cpu load from x264 encoding is fighting badly with PUBG.

This is how it looks like while streaming rn. I haven't changed anything in my encoding settings and started trying nvenc only when the problem occured but i went back to using x264 agains since the only difference i've noticed was a lower quality. I'm having 150+ fps off stream and about 120-150fps while streaming - besides the fact that PUBG's optimisation sucks and sometimes it drops below 100 in sertains spots on maps. I've also tried streaming CSGO and while i'm having like 400+ fps there those stutters are also present.

The only thing that really stands out there is the GPU loading basically maxed at 98%. But... this is in-game hiccups we're troubleshooting, not rendering lag, so that means nothing.

The reason I'm asking for a GPU-Z screenshot is to verify that your PCIe bus is actually operating at 3.0x16 mode. Just a minor thing, and honestly shouldn't be of any impact like you're experiencing if it's not, but it's just part of the checklist.

By an off chance.... is there possibly any correlation between disk activity and framerate spiking? You may want to leave the process viewer up on the performance/disk tab while you're playing.

GPU-Z with Task Manager. "Dysk" is a drive usage.

So, GPU-Z isn't able to understand the PCI configuration, which is why it's just reporting "PCI" in that line. Maybe try updating GPU-Z?

Also, just to ask the dumb questions... GPU slotted in top-most slot nearest CPU? No BIOS options set to force 2.0 or 3.0x8 operation?

Well the good news is there's nothing wrong with your GPU configuration. The bad news is, that rules out any sort of hardware issue or anything that OBS is going to report, so I'm fresh out of ideas.

This would be the most accurate representation of what i'm experiencing. I don't know if that happens off-stream tbh. I recommend playing this clip on 0.25 speed to see exactly what's happening when i jump from the corner. The game stutters and the guy teleports few steps to the right.
Everything seems fine hardware wise so i'm starting to blame current Windows build but is there a way to test my RAM? That would be the only thing we didn't check.

I have a couple of friends that had described the same exact problem, even sometimes the game freezes for a second or so and the only thing they have in common is the Kingston a400 240gb SSD, I've been thinking about to buy it but after hearing that it has a lot of problems, I started to find more info about the problems in PUBG.
