Question / Help Random in game FPS drop

Everytime I try streaming I have been getting random in game fps spikes for the same amount of time every time it happens. It doesnt happen consistently in the same part of the game nor when there is a lot of stuff going on. Ive tried streaming on two completely different internets. Ive tried lowering all my settings to as bad as possible and its the same as if they were solid settings. My cpu / memory usage dont change and neither does my temperature. Im not sure what else to do.

You have too many game capture sources trying to capture the same game. Remove all but one, you only need one per scene COLLECTION, and it can be used for all your games.

Ive been messing around a lot with settings, It still does the same thing with one game capture source.
