Question / Help Random high CPU usage while streaming

Hello.

Since I installed Cooler Master Seidon 120V (cpu cooler), my CPU is losing his shit while streaming or rendering videos.
I can play easily GTA 5 on very high on 1920x1080 when I'm not streaming,
However, when I have OBS opened, I can barely play League of Legends on low on 720p (league is not a heavy game).
When i say "barely play", i mean i have 120+ fps for about 1 minute, then it drops to 30-40 fps for about 10 seconds, and in that 10 seconds period i have the CPU encoding warning in OBS, then it goes back to 120+ fps and the cycle repeats.

This happens not only with the games, even if I have just a display capture, it keeps lagging like hell.

As I said above, this started happening only after I installed the CPU cooler, which btw i've had before but i had some problems with the power supply and i had to take it down. And the cooler is installed properly, having about 40-50 degrees while playing GTA 5 and around 30 while on desktop.

I can't explain the lag.
The only thing that I think about is maybe that the CPU is a bit old and it's under-performing.

CPU : AMD FX-8320 8-Core 3.5GHz
CPU COOLER : Cooler Master Seidon 120V
GPU : MSI R9 280X 3GB GDDR5 384 Bit
RAM : Corsair <insert name here that i forgot> 8GB 1600Mhz DDR3
Power Supply : Super Flower <insert name here> 500W
MTB : Asus M5A78l-A/USB3

At first glance it certainly looks like a CPU load issue, though I would expect an FX-8320 to handle 720p on the veryfast preset. Did you check your CPU temperature and frequency while using OBS, or only while playing a game? What about while stress testing with a program like Prime95? Does the frequency ever drop? If it only started after installing the new cooler than I'd look into temperature issues more closely.

You'd also want to enable vsync or a frame rate limiter, since letting your GPU render so many more frames will increase CPU usage as well.

I downloaded Prime95 and it did the same thing to the CPU. I used Speccy because I already had it installed and the temperatures were either 40 or 70. It kept fluctuating between the 2 temperatures.

Please use a program that can monitor your CPU frequency in real-time. HWMonitor, Core Temp, etc. would be fine. It sounds like the CPU is throttling itself.

You can clearly see that the CPU is throttling itself in the second screenshot. Frequency drops from 3.5 GHz to 1.4 GHz.

Fix your cooling, presumably. Google says the max "safe" temperature for the FX-8320 is 62c, you're up to 74c and the CPU is downclocking itself to avoid heat damage.

My guess would be that you installed the cooler incorrectly, though it's always possible that it's faulty.
