I'd like to preface this by saying that this issue seems to only happen while trying to record and/or stream CS:GO. I've had an issue like this in the past, however my previous method is no longer working.
So, firstly I start by opening up both OBS Studio and CS:GO (tried both ways, still no luck) and instantly I can tell that my game isn't properly giving me the frame rate I'm used too (I play on a 144 hz monitor). This hasn't been an issue in the past since I've been able to stream and/or record with this monitor before. I tried completely unlocking my fps and the extra 50-100 frames I received didn't seem to help. I then tried limiting it to my main monitor's refresh rate, which didn't help either. After closing OBS the frame tearing instantly stopped, despite the fact that I wasn't recording or streaming, the app was simply open, and once I opened OBS again, the frame tearing came back. I just tried completely deleting OBS and installing again and that didn't help either. From what I can tell, I'm not reaching anywhere close to max load on either my CPU or GPU, and I'm clueless as to where this issue came from and how to get rid of it. If someone has some prior experience with this issue, please let me know if there's some way to combat this issue, thanks!
