Have you looked into why you are getting this?

your main monitor refresh rate is an even multiple of your capture rate... usually not advisable
You are using that PoS streamelements... high correlation of issues, bad code being a significant issue... lack of documentation? on proper settings? not sure... hate how it pukes all over OBS Studio log... I'd recommend looking at all those errors and cleaning them up... they can't be helping matters... how impactful? I have no idea
to test without that PoS... you need to use OBS Studio in portable mode, or [last I heard] uninstall Streamelements and re-install OBS Studio to put core components back that streamelements fails to with its defective uninstall (consistent bad code, at least)
note that your send errors are IMMEDIATELY after a OBS-Browser streamelements ... that is most likely NOT a coincidence... streamelements has been highly correlated previously with network timeouts and related... Your OS should be able to multi-task, BUT it gets complicated with apps, security s/w, NIC driver, etc [and bad code]..
So I avoid that PoS plugin, website, etc like the plague... but I get others may not want to do that... in which case, most likely you'll need to dive deep into their settings/config to avoid the errors you are seeing. and fingers crossed your issue will go away.
