Random black flashes after upgrading GPU

Hi,
Last month I upgraded my GPU (from 980 to RTX 3060 ti) and ever since, I'm experiencing random black flashes (few times an hour).
The flashes last for about .5 seconds and is shown in OBS and on stream. (the entire OBS window flashes, not a single source)
Things I already did:
- Updated to OBS 28 (same problem)
- Re-installed the GPU drivers (were already up to date)
- Started OBS as administrator
- Windows event log isn't showing anything unusual
- Updated to most recent Windows 10 version

Stream/OBS specifics:
- GoPro + Elgato cam link 4k (gopro is set to 1080p
- obs canvas and output is 720p (obs.live)
- I'm using multiple capture Game Captures (it's a warning in the log but I don't have much choices)
- StreamLabs chatbot running in the background
- 2 monitors (1 using HDMI and 1 using Display Port)
- OBS hardware acceleration is turned on
- CPU and GPU isn't using too much resources, although not that I'm aware off.

You can find the log here => https://obsproject.com/logs/MJ_hdDUT7oEiiKEO

Does anyone have an idea what's going on?
I tried pretty much all Google results NotLikeThis

Thanks!

Did you uninstalled SE.live previously to update? If not, do it, then uninstall OBS and install it again to fix changes caused by the previous version of SE. Actual version compatible with OBS 28 is a true plugin.

Run the Auto-configuration Wizard (tools menu), apply the settings it gives and restart OBS. Test.
You can do a clean GPU dirver install:
