Seems like you have all problems at once.
1. GPU limit (but only 4 lagged/stalled frames should not be a real problem)
2. Network/Internet connection problems
3. CPU not fast enough for your 1080p 60fps encoding (which will look pretty bad with 3000kbit/s anyway)
