Question / Help Quicksync Problems: Captures "1,000 fps" and video editing issues

I captured some videos using the recommended Quicksync cap settings at 60 FPS. The files look good, but when I tried to edit them I noticed the playback in my editing program is slightly delayed regardless of quality. I never had this happen with any other video files. I'll pause, then the playback will skip forward slightly and catch up. This makes it uneditable. I thought it was weird, so I looked at the base file. I noted the file thinks it has 1,000 fps instead of 60. Windows says something similar for FPS.

Anyone have any idea how to fix this? I am not familiar with all the quicksync settings.
Also, is there any way to save my captures? I have several recordings that appear fine, but aren't really edit-able. I thought about trying to rip the video from the existing files or double encoding them, but I haven't tried that yet.

Does anyone have a solution to this? I tried double encoding the video, but I'd like to avoid it if possible. Whenever I use quicksync, the video captured says 1,000 fps and has issues editing.
