Question / Help QuickSync LA ICQ encoder overload and crash

Seems I don't understand something about how exactly these parameters work and relation between them. I'm recording BF4 1080p59,94 on i5-6600K with default LA=40 ICQ=23 and it works great. But lowering ICQ to 33 (LA stays 40) for smaller file size causes encoding overloaded error and obs studio crash within 1-5 minutes after starting recording. Does lowering ICQ parameter enforces higher compression with same LA=40 and encoder load? According to https://obsproject.com/forum/resources/custom-parameters-of-quicksync.104/ ICQ values >25 aren't sane, why? Should I lower LA also when lowering ICQ? If I understand correctly lowered ICQ should just cause quality drop and presumably lower load for QSV

If you're using the "high quality" target usage, try changing it to "balanced." Not sure how QSV on a 6700K handles it, but on my 4790K it wasn't able to keep up with 1080p60 and would cause OBS to lock up when stopping the recording.

My point is that default settings for LA ICQ work well for this res/fps on "high quality" target while trying to lower quality by icq vlaue causes overload and crash. It just doesn't make any sense.
Plain ICQ without LA scales consequently in terms of quality/file size and work in full range of parameter values

Why in OBS Studio 0.14.1, I uses LA_ICQ (LA=40 or LA=100, ICQ=1) and "high quality", 1080p30 but no crash or overloads? (PC i7-4790K@4.6Ghz)
What changed in the QuickSynck encoder?

I tested the "quality" mode for LA_ICQ now and in all cases I receive an overload in a tray and directly crash OBS (720p30fps)
In case of any settings (ICQ=1-51 or LA=40-100) in the "balanced" mode a maximum load of the video card of 14% (QuickSync HD4600)
How I can help to test the "quality" mode for developers would correct it?
