Question / Help Quick Sync

Hello.
Make it clear please:
Win 7, Intel core i5, OBS mp 0.15.4, if I able to select Quick Sync instead of x264, this means its active on my computer?
I dont need to activate it in BIOS and extend second vitrual monitor, its just already active?
P. S. Sry about literacy, english not my native language

Yes if you are able to select it in OBS that means your onboard graphics card (iGPU) is already active, you do not need to activate it in BIOS.
 
I am using windows10 and for me virtual second screen was not needed. But i can't speak about w7/w8
