question about T3 being timed out with internet problems

Hi everyone I pay for 400 download and 30 upload and once I received 1.6 upload. im trying to stream but its dropping frames like crazy and have to drop bitrate to 2k or 2.5k. I have called ISP a bunch of times and what they have done which is, change modem, change outside cables in the roof and outside my house in the streets hasn't worked. I dont know what else to say. So I noticed that theres a part in my modem recent logs that says "T3 timed out" What causes this.

any advice for better upload speed?

This is unfortunately out of scope for this forum. It's more a general issue with your internet connection, not with OBS. It might be an ISP issue, or an issue with your inhouse cabling or even with your PC - either case not really an OBS issue for this forum. "T3 timed out" looks like a cable modem message that indicates issues with your ISP (modem not able to establish a stable connection).
