Question / Help Question about bitrate and stutter

I have read through a lot of forum's and really have not found an answer when I stream I see my bitrate jump all over the place wondering if this is a me problem or what is going on I just lost.

I am running a
CPU I7-7700k
Motherboard asus z170 pro gamer (updated BIOS)
graphics card gtx 1080
ram 16gb
psu 650
1 hard drive
1 ssd
