quality issues

Ever since I've downloaded OBS, I've tried countless ways to fix my quality. It still never has been fixed till this day. I've tried so many different settings even the simple and advanced output mode with all the amf/ffmpeg settings. To be more specific, I am trying to recording roblox gameplay. Everytime, I notice when I watch my gameplay on youtube it is clear sometimes but then in motion it tends to make the quality worsen then goes back to normal. I don't know if this is the best the AMD encoders have to offer, so I'd like to know if there is still somethings I can do to improve or is this the limit.

GPU: rx 9060 xt 16gb
CPU: ryzen 5 9600x
RAM: 2 x 16gb of ddr5 ram

1. The Hardware-accelerated GPU scheduling ("HAGS") feature in Windows is currently known to cause performance and capture issues with OBS, games and overlay tools. If you are having issues with performance or OBS freezing, we recommend disabling it via these instructions as a troubleshooting step. Restart your computer after disabling HAGS and before starting OBS.
2. Run OBS as Admin.
3. Create 1 scene with either 1 Game Capture OR 1 Window Capture source.
4. The log contains an Auto-Config Wizard run. Results of this analysis are therefore inaccurate. Please post a link to a clean log file.
To make a clean log file, please follow these steps:

1) Restart OBS as Admin.
2) Start your recording for at least 30 seconds. Make sure you replicate any issues as best you can, which means having any games/apps open and captured, etc.
3) Stop your recording.
4) Select Help > Log Files > Upload Current Log File. Send that link here.

The issue that I am experiencing is that when I post my recordings to YouTube, the quality is blurry is some parts of the video. But before it's uploaded when I watch the recordings the quality is good. I don't know if this is a YouTube issue or my OBS recordings. If this a problem with my OBS recordings then I'd like to know what I am able to do.

Your log shows CQP so the quality "should be" consistent. You can try lowering the CQP number. I honestly don't know how good the AMD encoder is, but try using AMD HW H.265 (HEVC), CBR 12000 instead.
