Question / Help Quality drastically lowering while streaming

So i tried to stream and at first i had probelms with fps where it was broadcasting as 20 - 30 while in game i had 170+.I resolved this issue by placing my Video Bitrate to 3500 but now its nearly always 60 fps but when i stay still its perfect 720p picture but when i start moving around shooting using abilites it goes mad it becomes so pixelish its hard to see anything and when i stop with everything after 3-5 seconds it fixes back to 720p
CPU: Intel i5 9600k
GPU: GTX 1660 Ti
Memory: 16GB

You need a higher bitrate for 720p60, however you seem limited by your upload speed so there probably isn't much that can be done.

That's bad.Do you think it will get pixelish if i play more slow paced games where you do not jump arond like crazy and stuff,for example CS:GO let's say

Hard to tell without a log but at 6000 you should absolutely be able to get decent quality even during fast motion.
