Python not loading in OBS 31.0.0

Your Python is too new. For v31.0.0 of OBS the Python v3.11 for Windows should work.
According to: https://github.com/obsproject/obs-studio/pull/9842 and https://github.com/obsproject/obs-studio/pull/10613 there is upper limit (Linux is different, because on Linux many programs usually build from the source on the user's machine, otherwise they simply don't work).
