Purpose of these settings?

Can obs team member tell me whats purpose of these settings?

And if we changed these attached picture settings then any bad impact or issue happens?

And can we restore default whole settings of obs software?

Push to talk is a function that unmutes a source while you hold down some hotkey. Usually, you use this for a mic in a noisy environment. You mute your mic as default to avoid the environment noise. If you want to speak, you press and hold the push to talk button and hold it while you speak. If you're finished, you release the hotkey. The delay is between you pressing the hotkey and the actual unmute of the source.

Push to mute is the opposite. You keep the source unmuted, and it mutes temporarily while you hold down the corresponding hotkey. A frequent use is to suppress coughs or other loud unwanted noises you want to exclude from transmission. While you cough, you hold down the push to mute button and your cough will not get out on the stream.

The general rule about unknown configuration items: don't touch them. Keep them as they are. Change a setting only, if you know what it is for, and if you know what a change will do, and you are sure the change will produce the result you wanted. In case a change doesn't give the intended result, revert the change. If you don't revert, you clutter your config with changes of unknown result and make that app working not as expected.

The default settings for OBS are restored if you go to %appdata% with Windows explorer and delete the %appdata%\obs-studio directory. This will wipe all your current config, so you can start fresh.
